The 15th Higher Education International Conference, Macao Polytechnic University and Asia-Pacific Quality Network

The 15th Higher Education International Conference - Artificial Intelligence and Pedagogical Transformation: Implications for Higher Education Quality Assurance jointly hosted Macao Polytechnic University and Asia-Pacific Quaity Network was held from 11 to 13 December 2023 at Macao Polytechnic University, Macao, China.

Mr. Johnson Ong Chee Bin, Founder and Principal Consultant of Educaction Quality International and AUN-QA Expert gave a keynote speech on "A Future-Ready Quality Assurance of Higher Education in the World of Artificial Intelligence and Disruptions" The presentation shared the disruptions arise from AI and the VUCA world and how institutions can ride above the waves of disruptions by embracing the ecosystem perspective, innovation, autonomy and agility to redesign a future-ready quality assurance of higher education.

Ecosystem Approach to Outcomes-Based Education (OBE) at the Faculty of Political Science, Chulalongkorn University

Following the half-day seminar on "Ecosystem Approach to Outcomes-Based Education (OBE)" held earlier, a 2-day working sessions to review the curriulum, learning outcomes and marking scheme of the Doctor of Philosophy in Political Science and Master of Arts in International Development Studies (MAIDS) were held on 9 and 10 November 2023 for the Faculty of Political Science, Chulalongkorn University, Bangkok, Thailand. The workshop was led by. Nguyen Thi My Ngoc from University of Social Sciences and Humanities, Vietnam National University-Ho Chi Minh City and Mr. Johnson Ong Chee Bin, Founder and Principal Consultant, Education Quality International.

The workshop was graced by Dr. Prakorn, Dean of the Faculty of Political Science and attended by both academic and support staff of the study programmes.

Ecosystem Approach to Outcomes-Based Education (OBE) at Technological Institute of the Philippines (T.I.P.)

The 1-day workshop on Ecosysytem Approach to OBE at T.I.P was hosted online by the Technological Institute of the Philippines on 28 November 2023 and faciliated by Mr. Johnson Ong Chee Bin, Founder and Principal Consultant, Education Quality International and AUN-QA Expert. The workshop was graced by Dr. Elizabeth Quirino-Lahoz and attended by about 500 participants as part of the university's OBE retooling and capacity building initiaive.





15th Self-Assessment Report (SAR) Writing for Successful AUN-QA Programme Assessment

The 15th blended workshop on "Self-Assessment Report (SAR) Writing for Successful AUN-QA Programme Assessment" was held from 6 to 8 November (onsite) and 27 November 2023 (online). The onsite workshop was hosted by the AUN-QA Network and Education Quality International in Bangkok, Thailand and attended by participants from universities in the Philippines, Singapore and Thailand. 

At the online workshop, the participants received feedback about their SAR writing assignments. They were given a template to guide them in writing the complete SAR for AUN-QA programme assessment. Dr. Nguyen Thi My Ngoc from University of Social Sciences and Humanities, Vietnam National University-Ho Chi Minh City and Mr. Johnson Ong Chee Bin, Founder and Principal Consultant, Education Quality International faciliated the workshop.

Happy Employers Work Better

Ecosystem Approach to Designing and Implementing Outcomes-Based Education (OBE) at Universitas Ciputra, Indonesia

A two half-day online workshops on "Ecosystem Approach to Designing and Implementing Outcomes-Based Education (OBE)" was held on 9 and 24 October 2023 for Universitas Ciputra. The workshop focused on OBE Ecosystem Framework, Principles and Learning Outcomes, and Measure of Learning Outcomes and Design of Marking Scheme. The workshop was attended by about 50 participants from the university.

The invited speakers are Dr. Nguyen Thi My Ngoc from University of Social Sciences and Humanities, Vietnam National University-Ho Chi Minh City and Mr. Johnson Ong Chee Bin, Founder and Principal Consultant, Education Quality International.

The seminar was graced by Dr. Prakorn, Dean of the Faculty of Political Science and attended by both academic and support staff. The seminar was a prelude to the workshop in November 2023 which aims to prepare the two study programmes for AUN-QA assessment.

The 5th AUN-EQI workshop on "Ecosystem Approach to Designing and Implementing Outcomes-Based Education" was held on 17 to 20 October 2023 in Bangkok, Thailand. The workshop was facilitated by Mr. Johnson Ong Chee Bin, AUN-QA Expert and Founder & Principal Consultant of eqi and Dr. Nguyen Thi My Ngoc, AUN-QA Assessor and OBE Case Author. The workshop is a collaborative capacity building initiative between ASEAN Quality Network (AUN) and Education Quality International (eqi).

The 15 participants were from universities in Malaysia, the Philippines, and Singapore.

The workshop was organised in collaboration with ASK Training Pte Ltd and Living Better and facilitated by Mr. Johnson Ong Chee Bin, Founder and Chief Happiness Coach. Various techniques to manage stress were shared and practised such as muscle relaxation, meditation, laughter yoga, stretching exercise and breathwork.

The RADICAL Approach to Innovation of Quality Assurance in Higher Education

Mr. Johnson Ong Chee Bin, Founder and Principal Consultant of Education Quality International was invited as a plenary speaker to share "The RADICAL Approach to Innovation of Quality Assurance in Higher Education" at the International Conference on Science, Technology, and Innovation for Sustainable Development (STISD 2023) on 25th - 26th August 2023, Ho Chi Minh City, Vietnam.



Abstract:

Quality assurance in higher education began receiving intense interest and attention in the late 1990s arising from the Bologna Process. Since then, quality assurance in higher education has evolved and grown in leaps and bounds mainly through the implementation of accreditation schemes as a national regulatory requirement, which was later expanded to include regional and international accreditations. The national regulatory policy has accelerated the pace of development and adaptation of different quality assurance frameworks among higher education institutions, which have converged over time. Hence, quality assurance practices (including prescribed outcomes and curricula standards) in higher education institutions have become less differentiated and less competitive which may compromise their institutional aspirations and innovation capability. 

With the convergence of quality assurance frameworks and practices, how can institutions continue to enhance the quality of higher education, fulfil their institutional aspirations, and at the same time be differentiated in today’s disruptive world? 

Innovation holds the key to the future of quality assurance amidst the waves of disruption and in differentiating higher education institutions. The RADICAL approach to innovation of quality assurance is the key to unlock the creativity and innovation capability of higher education institutions.

Assessor's Training Workshop for AUN-QA Programme Assessment at the National University of Management (NUM)

The assessor's training for AUN-QA programme assessment was a 9-day blended workshop consisting of online and onsite learning starting on 31 July 2023. It was jointly hosted by the National University of Management (NUM) and Educational Quality International (eqi) under the auspicious of AUN-QA Network as part of the AUN-EQI community projects for CLM Countries.

The workshop was graced by His Excellency, Prof. Hor Peng, Rector of NUM and attended by more than 40 participants from various faculties, departments and the IQA Office. It was facilitated by the project consultants Mr. Johnson Ong Chee Bin and Dr, Nguyen Thi My Ngoc.


The learning outcomes of the workshop are:
  • Explain the principles of quality assessment;
  • Distinguish between rules-based and principles-based quality assessment;
  • Demonstrate the competences to carry out the PDCA approach for study programme assessment;
  • Formulate questions for study programme assessment and stakeholders’ interviews;
  • Conduct a desktop assessment for a study programme;
  • Validate the constructive alignment of the study programme;
  • Conduct a site assessment including stakeholders’ interviews, site tour and documentation review; and
  • Write quality assessment feedback, presentation and report
A hyper-real learning environment was created to facilitate desktop assessment, constructive alignment validation, stakeholders' interviews and feedback writing using the drafted SAR for iBBA and BBA programmes.

The 14th workshop on "Writing Self-Assessment Report (SAR) for Successful AUN-QA Programme Assessment" based on AUN-QA Programme Framework Version 4 was held online from 10 - 13 July and 28 July 2023. The workshop was attended by participants from universities in Cambodia, Malaysia and the Philippines. The online workshop adopted both synchronous and asynchronous modes of delivery and hands-on assignment in writing SAR following a scaffolding methodology - I Do, We Do, You Do.




At the end of the workshop, the participants received feedback about their SAR writing assignments. They were given a template to guide them in writing the complete SAR for AUN-QA programme assessment. The 328th AUN-QA Programme Assessment at Mae Fah Luang University was held from 9 to 11 May 2023 at both Bangkok and Chiang Rai campuses for the following four study programmes:
  • Bachelor of Science Program in Cosmetic Science
  • Master of Science Program in Cosmetic Science
  • Bachelor of Public Health Program, and 
  • Master of Public Health Program in Border Health Management
The assessment was led by Mr. Johnson Ong Chee Bin and he was also the lead assessor for the Master of Public Health Program in Border Health Management.

Outcomes-Based Approach to Integrate and Interdisciplinary Curriculum Development, University of Social Sciences and Humanities (USSH)

Mr. Johnson Ong Chee Bin, Founder & Principal Consultant of Education Quality International and AUN-QA Expert was invited by the AUN-QA Network and MOET as the resource person at the AUN-QA IQA System Design Development Workshop hosted by the AUN-QA Network, MOET and VNU-HCM on 25 - 26 April 2023.

The workshop was graced by the Provost and attended by the Deans, faculty members of the undergraduate programmes and QA office.

Self Assessment Report (SAR) Writing Workshop at National University of Management (NUM), Cambodia

A 2-day online workshop on "Self-Assessment Report (SAR) Writing" for AUN-QA Programme Framework (version 4) was held from 14 - 15 February 2023 for the National University of Management (NUM) , Cambodia which was hosted  by  Educational Quality International (eqi). The online workshop was attended by more than 40 participants from various departments and IQA Office of the university. 

The workshop was facilitated by Mr. Johnson Ong Chee Bin and Dr. Nguyen Thi My Ngoc who are the leading consultants for the 5-year NUM IQA project supported by AUN-QA Network and Education Quality International which is a community project to uplift the quality assurance of higher education in CLM countries.

The Rise of the Artificial Intelligence (AI)

Recently, news and articles have been circulating in newspapers, journals and social media about ChatGPT (https://openai.com/blog/chatgpt/), a AI system that generates its own original answers based on all the information it has gathered and learned. Students have been caught using ChatGPT to cheat (https://www.businessinsider.com/chatgpt-essays-college-cheating-professors-caught-students-ai-plagiarism-2023-1. Alarmed by AI's competence, some universities are overhauling their student assessments and some are thinking of banning it all together to uphold academic integrity (https://www.japantimes.co.jp/news/2023/01/18/world/ai-chatbots-alarm/). 

Indeed, ChatGPT has raised many uncomfortable questions about teaching and classroom learning as written by Asst. Professor Victor Lim Fei from the National Institute of Education, Nanyang Technology University which was published in The Straits Times (https://nie.edu.sg/about-us/news-events/news/news-detail/chatgpt-raises-uncomfortable-questions-about-teaching-and-classroom-learning). It is amazing that almost 30% of professionals have tried ChatGPT at work as reported by Fishbowl, a social platform owned by employer review site Glassdoor.  (https://www.straitstimes.com/world/united-states/almost-30-of-professionals-say-they-ve-tried-chatgpt-at-work?utm_campaign=stfb&utm_medium=social&utm_source=facebook).

As a quality assurance expert, consultant, facilitator, educator and assessor, I was curious and decided to test the ChatGPT. I asked three (3) pertinent questions relating to academic quality and quality assurance. My first question was "How to write a self-assessment report for programme accreditation" and the answer I got was a step-by-step process which was both logical and systematic.


My next question was "What need to be written in the self-assessment report for AUN-QA programme assessment" and the response was surprising given that ChatGPT is able to list the structure and nature of the self-assessment report for AUN-QA programme assessment. 


I became more curious and decided to ask a popular academic question which was often raised by my peers and quality assurance practitioners. My third and final question was "How to measure expected learning outcomes" and I was impressed with the answer from ChatGPT which gave a comprehensive list of methods in which few were not commonly mentioned.


Is ChatGPT a threat or an opportunity? Will AI replace teachers? How can educational institutions, content creators and training providers rise over the age of AI? 

AI definitely will be a threat to those who simply create learning contents which could easily be reproduced through AI systems like ChatGPT. AI at its current technology is unlikely to replace teachers in two aspects: compassion and passion. The technology has yet to reach a stage to replace the "heart" but not the "mind" of a teacher. 

To rise above the age of AI, educational institutions, content creators and training providers need to move beyond contents creation to designing learning experiences. Teachers, facilitators and trainers need to teach what is not there!

Let me share how eqi has transformed itself beyond creating learning content to designing learning experience that facilitates personalised learning for real-world application. The design of learning experience for "Self Assessment Report (SAR) Writing for Successful AUN-QA Programme Assessment" was an example. The first question that we asked our participants was not what they need to know or learn but what challenges and difficulties that they faced in preparing and writing SARs. Empathizing with our participants led us to better understand their needs and designing the training to fulfill them. The integration of ADDIE and design thinking approaches guided us to design personalised learning for real-world application.



A blended workshop with SAR writing scaffolding using "I Do, We Do, You Do" was conceptualised for the SAR writing workshop as illustrated in the diagram below.

This holistic integrated approach creates a unique learning experience for participants to learn what is not there and facilitates the development of key competences to write SARs that are uniquely theirs.

A 2-day online workshop on "Self-Assessment Report (SAR) Writing" for AUN-QA Programme Framework (version 4) was held from 17 - 18 January 2023 at the Myanmar Maritime University (MMU), Myanmar which was hosted  by  Educational Quality International (eqi). The online workshop was attended by 51 participants from various departments and IQA Office of the university. 

The workshop was facilitated by Mr. Johnson Ong Chee Bin and Dr. Nguyen Thi My Ngoc who are the leading consultants for the 3-year MMU IQA project supported by AUN-QA Network and Education Quality International which is a community project to uplift the quality assurance of higher education in CLM countries.
